As a business owner, I think this bill will be very damaging for the welsh tourism industry since there is no similar scheme across England. This could encourage English holiday makers to stay in England or Welsh nationals to visit England instead of staying in Wales. I urge the government to consider waiving the tax for Welsh nationals who choose to stay in Wales for their holidays. As a campsite in the heart of Wales, the majority of our guests are from Wales and do not have enough money to go further afield or abroad on holiday. It is critical for them that they can continue to afford a break for their families and the tourism tax might make this very difficult for them.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.

It requires all tourism businesses to have electronic records of their guests - this is absolutely not the norm in the camping industry where things are often still done in paper diaries and bookings taken over the phone. The Welsh government should consider giving businesses two years once this levy is confirmed, to digitize their booking systems.

I believe Welsh and English people might choose to holiday in England rather than Wales as this levy will create negative opinions regarding pricing in Wales versus England.

The powers to make subordinate legislation are set out in Part 1: Chapter 5 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf).
The Welsh Government has also set out its statement of policy intent for subordinate legislation (https://business.senedd.wales/documents/s155951/Statement%20of%20Policy%20Intent.pdf).
